The top-level
filterresource already hasOptionalSurroundingSpacesSuppress, but the filter onexclusionsdoes not causing unnecessary diffs when there only difference is leading/trailing whitespace, common because of the use of HEREDOC on this attribute.Derived from GoogleCloudPlatform/magic-modules#11900
