accel-config: release 3.0.1

Updates license details for rpm packaging.
- Add new GPL2 and LGP2.1 license files
- Make license file names shorter and remove spaces
- Fix broken symbolic links of "LICENSE" files in ccan folder

There are no changes in accel-config code.
