This PR:

  1. Adds a publish-to-all command that executes publish-to-dockerhub, publish-to-distributions, publish-to-npm and publish-to-github commands sequentially.
  2. Adds an env command which executes an embedded version of .env.sh in the current directory.
  3. Fixes when GitHub releases are marked as latest.
