Story	As the repository administrator or end user, I must be able to ingest Esri Shapefiles into the Fedora Commons repository using an Islandora site.

• A GIS librarian generates an Esri Shapefile using ArcDesktop and submits the Shapefile for ingestion into an Islandora 7 site by the repository administrator
• A faculty researcher uploads Esri Shapefiles from QGIS and submits the Shapefile for ingestion using a form as an authenticated user on an Islandora 7 site
