api & spec updated to 4.0.0-SNAPSHOT, 4.0-SNAPSHOT respectively
added 4.0 versions of the schema files - they have to be provided even if there's no change from the previous release
changed the inclusion of schemas in the spec to be by reference to avoid copy&pasting mistakes


          prepare for the next - 4.0 - dev iteration
