Still a lot todo about.

Only code cleanup here, nothing else. This done as first step for the following where cleanup the code and implement some ETSI EN 300 401 V2.1.1 (2017-01) parts.

This change the class values to start with "m_.,," and change few code parts, e.g. use override or to have structures first in header.

This becomes done to have better overview about the present PAD decoding types, to have all in one file becomes for one from outside more hard to overview.

This to have the name more general for following changes where include DL Plus.

This done to have the used values more clean and understandable, with numbers and his "int" type can be more hard to see to where relates. With the enum more clean.

Still changes about in following changes, this is an initial to get a small part about to Kodi.
