This enables testing the LLVM WASM support in LFortran. Both that it was compiled with -DWITH_TARGET_WASM=yes and that the C runtime library was compiled to WASM.

This enables testing the LLVM WASM support in LFortran. Both that it was compiled with -DWITH_TARGET_WASM=yes and that the C runtime library was compiled to WASM and shipped with the lfortran conda package.
