Release 0.3

This is the last release that uses the maf pex-config style driver and 'sliceMetrics'.

It includes updates to allow running on opsim databases with only summary tables, and it also includes the option to turn on/off the slew statistics.
It includes a fix to the filter changes metric, to handle the case where there was only one observation in a dataslice.
