First Elasticity Release

This first release of the python package elasticity is composed by a full refactoration of the package directories to fit in the best practices of python package documentation, first package documentation and small changes in the previous code. The focus of this first release is to fully documentate the package using sphinx to generate the html and ReadTheDocs to host the documentation.
