Relying on the archive for manual testing causes problems every release. We need some way of allowing developers to download all of the files they need to run through any of the Manual Testing instructions.

A separate downloadable package containing the files needed for manual testing.

Describe alternatives you've considered

• Include in the Sample Data.
  • The sample data is intended to be specific for each facility. Multiple facilities data files are used for MT.
• Add to the Doc/Unit/SystemTests target
  • Requires a build of the right target from the repo. May make a mess of the repo as they're supposed to be for unit/docs/system tests.
• Include in the TrainingCourseData
  • This is probably the best of the alternatives. There's already a large number of files in here from different facilities and many of the tests (e.g. SANS) already use it.
