Fixes redoc extension so that it can build OpenAPI pages on frontend-sourced sites

Frontend-sourced builds (builds on docs-frontend-dotcomstg)

Has OpenAPI pages:
docs-relational-migrator logs

No OpenAPI pages:
cloudgov-docs logs
