Update to Java 21 (#69)

This removes the `ZipFileSystem.exists` hack and implements
`FileSystemProvider.readAttributesIfExists` and
`FileSystemProvider.exists`. While I was working on this, I also
improved the #63 optimization in `readAttributes` by passing already
known attributes.
