Update the RKI scripts to resolve #487

  • Use the github.com URL to auto redirect to the Git LFS location
  • add --location flag to follow redirect
  • updated branch to HEAD to always point to the default branch

Merging since this fixed the issue for me locally

nextstrain build --image nextstrain/ncov-ingest . transform_rki_data_to_ndjson --configfile config/genbank.yaml --config keep_all_files=True --notemp --forceall
