docs: Adding instructions for running a Maintainathon

I think the doc is great, but a little generic. Maybe you could add that to the resources in https://github.com/mntnr?

For the document here, I think it makes more sense to make it very specific to nock, such as a timeline with specific steps that we could either automate or delegate to future contributors.

For example, I’d fix the time and day, like every 2nd Friday of the month at noon - 3pm US Eastern Time. And then describe a timeline around it, like creating an issue for coordination, what the issue should include, announcing on twitter. Then how to run the event from welcome to wrap up. And then how to recap the event with more tweets and a blog post maybe?

I figured let's start with something and go from there. Aye, it is generic. If it's for Nock especially, I'll tidy it up and change it for that audience.
