vars: Update current version to 30.1.1

Description

Update current OBS version to 30.1.1.

Motivation and Context

Start warning users submitting pre-30.1.1 logs to update. We can hold off on merging if we want to wait a bit longer, but I wanted to make the PR available.

How Has This Been Tested?

Tested locally on Windows 11 with a log from OBS Studio 30.1.0.

• Tweak (non-breaking change to improve existing functionality)
