[WIP] Feature file cleanup (usnistgov#174)

* Created initial instructions for use of git. * Added authority to SP-800-53 examples. Started working on renaming mini-testing examples. * Renamed SP-800-53 files. Removed unused files. * Removed out-of-date JSON files and other unneeded files. * Renamed FedRAMP profiles to use new conventions. * Documented profile and catalog naming conventions,
