Flare Campaign 2024: FOXSI-4 & Hi-C Active Region Targeter

• Provides the Target Coordinates in the Helioprojective frame for either Science or SPARCS targeting
• Creates an Image from HMI Data to match with the FOXSI-4 SAAS System
• Run the flarecamp_targeter routine to access the main GUI
