Feature omniring

This PR adds OmniRing wearable connectivity and listener into Beiwe. More information about OmniRing can be found here: https://www.cse.psu.edu/~mkg31/projects/omniring/

Requirements for merging:

• Bluetooth permission should only be prompted if a study has bluetooth features enabled.
• make code copyright statements match your name, I will do the same in files I create or totally rewrite.
• document what those omniring_headers csv headers are
• for classes that subclass a system class that is new to the codebase, document what it is, comment something basic about which overridden functions apply to which superclass.
• show some explaination / origin / attribution for functions that are specific to OmniRing (the bit fiddling code)
• document bluetooth states that exist so that we know we have coverage, point to docs, stick a date on that documentation line
