Bump 2.x to 2.20

@reta would we have v2.20? Or are we directly moving to v3.0.0. Just confirming as I do not see 2.20 in the release schedule yet.

Thanks @sarthakaggarwal97 technically, 2.19 is the last one and we'll decide what to do with 2.x branches, right now the issue is that 2.x and 2.19 do build artifacts for the same version.
