[SELC-6478] feat: added parameter userId for get Onboardings API

• Added user identifier to the getOnboardings API
• Added productIds parameter to the getOnboardings API

Motivation and Context

This development adds new parameters for API getOnboardings in order to retrieve them given user identifier.

How Has This Been Tested?

I have started the ms locally and tested the API GET /onboarding with different parameters
