Release note and doc changes for new site plan experience (#9153)

* Update 03-plans.md

We are updating the site checkout experience. I have updated this to reflect the changes made in the dashboard.

* Create 2024-06-08-Site-Plan-Checkout-Experience

* Update and rename 2024-06-08-Site-Plan-Checkout-Experience to 2024-06-08-Site-Plan-Checkout-Experience.md

* Align second doc page with updated copy

* Add screenshot

* Update to Site Plan Upgrade Page

* Update screenshot
