SDRAM_Controller_V1_0

SDRAM controller, no burst, single write/read with auto precharge.
Arbiter doesn't allow to write/read to the same bank 2 times in a row without 5/3 CLK delay.
Not all parameters implemented, need to change values inside a module(for another memory chip).
