Upgraded versions and bug fix

Updating to the current versions used on Heroku:

• Python 3 updated to 3.6
• Default PostgreSQL updated to 9.6
• Default PostGIS updated to 2.3

Bug fixes:

• bash setup was never happening; it should be now
