python parser: label_id is now parsed into release_label.csv #134

The Python parser now parses the label id into release_label.csv.
This should allow filling the field "label_id" in table "release_label".

Tested Python parser und postgres import with 2021/03 datadump and release_label.release_id is now correctly filled in the database.
