Fixed broken link to contribution guidelines (Azure#14009)

* Fixed broken link to contribution guidelines I assume the correct link should be `https://opensource.microsoft.com/collaborate` like it was updated in other projects like [azure-sdk](Azure/azure-sdk-for-c#1101). * Updated broken link in contributing.md Co-authored-by: Damien Caro <[email protected]>
