Change default user to 'centos' as per RHEL policy #3

RHEL cloud policy follows ubuntu's example and changes the default user from 'root' to something else. In the case of RHEL images it's standardizing around 'cloud-user'. For CentOS it's 'centos'

why dont we use cloud-user as well in this case ?
