Create vcpkg package update report

Adds a report to what package versions have been upgraded in a PR

Closes #59191
We can't upgrade all packages from a forked repository, we don't have the permission to push packages with the GITHUB_TOKEN and a full rebuild takes longer than the maximum github workflow time of 6 hours.
