Add some visualization features to the toolbox.

Ideas:

  • Basic Bloch sphere representation of single-qubit POVM (and product of such POVMs).
  • Histogram for the get_counts method.
  • Distribution of the omegas to visualize the single shot variance.

Repo structure (#3)

The notebook still has other issues but those can be resolved later.

* lint: format with ruff

* lint: satisfy pydocstyle

This just adds TODO placeholders in the docstrings but at least gets the
basic structure of them into the right shape.
