Add Bloch Rotation (Euler angles) to gate doc (#658)

- Inline `struct stim::ExtraGateData` struct into `struct stim::Gate`
- Add `stim::Gate::to_axis_angle`
- Add `stim::Gate::to_euler_angles`
- Change gate docs to use `°` instead of `degrees`
- Add tests verifying axis-angle and euler-angle decompositions
