I think we should wait to merge this until we get the corresponding ucx-py and ucxx PRs in:
I suspect it's their pins that are preventing ucx 1.18 from making it into this environment:
ucx: 1.17.0-h1b0e7dc_4 conda-forge
Given that 1.18 packages are available on conda-forge: https://anaconda.org/conda-forge/ucx/files?version=1.18.0

Increase upper UCX pin to 1.19 to allow us supporting UCX 1.18 that is needed for RAPIDS 25.02.
