I created this PR to fix the failing GitHub Actions.## Description
This PR updates the CONTRIBUTING.md file to provide instructions for checking and addressing failing GitHub Actions related to test failures.
Summary of Changes
Modified line 102 in CONTRIBUTING.md to include instructions for checking the failing GitHub Actions.
Added a sentence stating "If there is a test failure in the CI, check the failing GitHub Actions under Github Actions."
Modified line 104 in CONTRIBUTING.md to include instructions for addressing feedback from the failing test.
Added a sentence stating "If your change contains multiple commits, address each piece of feedback by amending the commit to which the particular feedback is aimed."
