Otherwise factory-created publications do not have creators set correctly

Changes "Filter and export" button to just "Export" based on currently selected index filters.
Also changes the behaviour to just use the index route instead of having a separate
/publications/exportone (this allows the feature to also work on sub resources such as/people/123/publications).
