This PR replaces horovod with torch.distributed and bumps the version to 0.3.0. Additionally, the whole library went over a major refactoring to make it more flexible and cleaner at the same time. Basic functionality has been restored, but some features are still missing. These will be incrementally added back with upcoming versions.
