Fixed issue with having to download a separate JVM for the installer than for the actual app, in cases where the app's specified VM would be able to run the installer. The Installer should run on Java 11 or higher so doesn't require JavaFX or full JDK. If your app uses Java 11 or higher, then, the installer will be able to use the same JVM.
