This PR adds a governance gated parameter that decides whether the base fees are burned or distributed to all stakers.
The current behaviour on most cosmos-sdk chains is to distribute the fees to all stakers via the distribution module.
This feature allows chains to choose whether they want to maintain the current distribution behaviour or implement an EIP-1559 fee burn.
