Fix code style in outlier detection

Partially Resolves JP-3860

This PR addresses style issues with the outlier detection submodule.

A singular change has been added outside outlier_detection, which is to avoid direct calls to ModelLibrary._on_disk by making the non-underscore-protected on_disk a property.

This PR also makes the following small updates to the pre-commit configuration:

• adds the --summary option to codespell so it shows what changes it made automatically.
• adds "D105: missing docstring for magic method" to the ruff ignore list. This rule would require docstrings for __iter__, __len__ and similar, where it's very often obvious what it does and the function itself is a one-liner.

• add a build milestone, i.e. Build 11.3 (use the latest build if not sure)
