Numeric term range selection should have start/stop inputs

For Section 508 compliance, while also helping regular users enter exact values right away without having to drag range/rect borders:

When clicking on a numeric filter in the pane/table launched by clicking <#> samples left-label of lollipop track, there should be start/stop inputs plus submit button below the violin plot that is used to select the value range.

should look more like the filter/tvs UI in the mass filter tab
