Table rows v0.0001

Adding get_table_rows client method with minimal functionality and testing. This is the bare minimum to use in reth for fetching gas price.

Addresses the get_table_rows item from the list in #8 but does not have tests for (and likely doesn't properly work for) secondary indexes or all index types. Need to add tests for lower/upper bound, limit, secondary+ indexes and other index types.
