Adds a Load Priority field which decouples load order from the physical position in the list, as mentioned here.

Nice! Pretty much what I had in mind. Made a few changes:

default priority of zero and allow negative priorities
flipped priority so higher priority takes precedent in case of conflict
highlight non-default priorities to make them stand out
