[PROCESS] Simple Glossary Generation

Feature Description

Each WG will need to generate from the corpus of CTWG words, a Glossary that can be rendered in multiple formats with the minimal requires of HTML and Markdown.

Requirements

Each generated Glossary should be viewable as:

1. A website with online navigation and search.
2. A Markdown (.md) File that can be submitted in compliance with the Deliverables Lifecycle Management Process.

Once we finalize on our process, we need to update the Contributing Instructions.

HINT: The CTWG may need to consider how independent repos (i.e.: tswg-glossary) would leverage CTWG Repo content to generate a WG specific glossary.
