Reach out to all of them with some type of compelling offer to get them to "login with github" at https://devpool.directory
When they sign in, UbiquityOS scrapes all of the completed GitHub issues they were assigned to so we know what projects they completed in the past. They will then be in our talent database for any new tasks posted. We can tag them on highly relevant tasks to get them to work on new tasks as our outreach strategy.

We have data enrichment and automation software for Email, LinkedIn, Twitter, and Telegram that we should take advantage of and set up some campaigns. I think direct message outreach should be the primary strategy given our team capabilities, and we can add some tweets as well.
