Add new RPM 4.16.0 tags to rpmtoys.tags.tag_group

There's two new tags in rpm 4.16.0 (MODULARITYLABEL, PAYLOADDIGESTALT)
and this commit adds them to `tag_group` and `groupname`.

Oh, as a bonus, there's now an 'UNGROUPED' tag_group that holds all tags
known to that are listed in rpmtoys.tagtbl but no other group.
