Implement Right-to-Left (RTL) Language Support for Login and Recovery Screens

Purpose

Provide RTL language (Eg: Arabic, Hebrew) support using the plugin rtlcss.
A build script has been added to automatically convert the theme CSS files into RTL supported CSS.

Login screen with RTL support.
