Remove shared applications from the role creation wizard in sub org level

Purpose

• $subject
• Part of the implementation : Support for creating OAuth 2.0 clients inside B2B organizations for B2B API access product-is#21208
• When creating the application audience roles in the sub organizations, those roles should only be associated with the applications which are created directly in the sub organization. This fix will enforce that in the role creation wizard.
