Initial Playwright (f/e) tests

• Adds a Playwright-based test framework
• Introduces two working tests 001 (Oxford-1) and 002 (Oxford-2)
• Uses Fixtures to simplify login
• Shares environment with b/e tests
• Both tests run after the b/e behaviour tests

Initial test logic

• Includes basic authentication tests for the majority of the API
• A Squonk Job Execution test (fragmenstein-combine)
• A test for JobOverride loading
• Automated login and clean stack deployment
