The SDK NEXT introduced kconfig and cmake, this PR is to adopt SDK NEXT to hal_nxp. The purpose of adopting SDK's Kocnfig and CMake tree to Zephyr is to make NXP SoC easier to enable in Zephyr. In this PR, we also moved the glue layer form the hal_nxp side to zephyr side
