Set LD_LIBRARY_PATH for test programs

Setting LD_LIBRARY_PATH for testcpp and testrig in the generated test
shell scripts corrects a long-standing bug that broke 'make check'.

Add Hamlib_design.eps to allow 'make dvi' to succeed when running
'make distcheck'.
