Modify docker build workflow to tag dev image when image test fails otherwise also tag with timestamp in addition to using the default
latesttag. So the following command will fetch the image for model eos3b5e tagged asersiliaos/eos3b5e:2024-12-26, provided the image is present in DockerHub, or locally on the user's system:ersilia -v fetch eos3b5e --version 2024-12-26
