--releasever=/ isn't setting $releasever when using dnf5. (cherry picked from commit 371a928) dnf5 is now in rawhide so this can be added back.
See containers/podman#21012 for the full background. Basically, running test-in-podman as part of the github workflow doesn't work when using Fedora 40 or later because of the new fchmodat2 syscall. Disable seccomp until this works again.

A couple small things. Note that the rawhide tests using rpmfluff will fail until https://pagure.io/rpmfluff/pull-request/45 is released.
