Transition to cap_gen.py

  • gone through Statein, Stateout, Sfcprop and Coupling so far
• Xia's renaming of horizontal_dimension to horizontal_loop_extent PR for ccpp-physics is ready to review - https://github.com/NCAR/ccpp-physics/pull/498
• need to collect some of these changes in a feature/transition_to_capgen branch and send it to EMC at once (only those that don't change the answer)
